An open standard belongs to the people who use it. There is a way in whatever your role — reading it, implementing it, verifying a claim, standing behind it, or helping change it. Everyone participates on equal terms.
You do not need to represent an organisation. Anyone can add their name to the principle that AI agents must be governable, accountable, and answerable to a human. No fee, no login, no obligation.
You can read, cite, implement, self-declare and verify the standard right now. The formal change process and the coalition are still being stood up: the Open Conformance Foundation does not yet have legal personality, and its founding charter is scheduled to be signed on 5 September 2026. Where this page describes proposing changes or joining as a signatory, it describes how to get involved as those processes open — not a body that already exists.

Read the standardMap your controls to the five dimensions, then publish a self-declaration in the public registry at the conformance level you actually meet. No gatekeeper, no fee.
How to adoptAnyone can check a published conformance claim against the registry and confirm what an organisation has actually declared — no login required.
Verify a claimOrganisations that want to help steward the standard as the coalition forms can put their name behind it. Participation is open on equal terms — no participant receives a structural advantage in the rules.
Founding SignatoriesRequirements change through a written, reviewable process — never by editing the live text. As the change process opens, anyone will be able to propose a revision and follow how decisions are made.
How governance worksEvery shipped version and, in time, every accepted change request is recorded in public. You can always point to the exact version you relied on.
Version historyIf you want to help but are not sure which path is right — or you represent an organisation that wants to talk before it declares — reach the Foundation directly. We read every message.
Contact the FoundationParticipation is welcome from everyone and expected to stay respectful and professional. Everyone taking part is asked to follow the code of conduct.
